1. Acceptance of terms

By accessing or using the Opus Populi platform, website, or any associated services, you agree to be bound by these Terms of Service. If you do not agree, please do not use our services.

These terms apply to all visitors, users, and community operators who access or use the platform.

2. The platform

Opus Populi is an open-source civic technology platform that provides tools for accessing public civic information, including ballot propositions, campaign finance data, representative directories, meeting calendars, and AI-powered document analysis.

The platform is designed for communities to deploy and operate independently. Each community instance is managed by its own operators and is subject to these terms as well as any additional terms established by the community operator.

3. Open-source license

The Opus Populi source code is licensed under the GNU Affero General Public License v3.0 (AGPL-3.0). This means you are free to use, modify, and deploy the software, provided that any modifications are also made available under the same license.

The AGPL-3.0 license governs your use of the software itself. These Terms of Service govern your use of the opuspopuli.org website and any hosted services operated by Opus Populi.

4. Community network membership

Communities that join the Opus Populi network agree to the Network Terms, which cover membership requirements, data ownership, shared infrastructure, and governance standards.

Network membership is optional. Communities may deploy and operate the platform independently without joining the network.

5. Acceptable use

You agree not to:

  • Use the platform to spread misinformation or manipulate civic discourse
  • Attempt to compromise the security or integrity of any community instance
  • Use the platform for commercial data harvesting or surveillance
  • Modify analysis prompts or AI behavior in ways that introduce political bias
  • Violate any applicable local, state, or federal laws

6. Data ownership

Each community owns and controls its own data. Opus Populi does not access, collect, or retain data from community instances. Your documents, queries, analysis results, and user data remain on your infrastructure under your control.

Civic data sourced from government websites and public records retains its original public domain or government license status. The platform aggregates and presents this data but does not claim ownership over it.

7. Disclaimer

The platform provides civic information for educational and informational purposes only. It does not constitute legal advice, voting recommendations, or official government communications.

AI-generated analyses are summaries and should be verified against original source documents. While we strive for accuracy, the platform is provided "as is" without warranties of any kind, express or implied.

Always consult original government sources and qualified professionals for decisions with legal, financial, or civic consequences.

8. Limitation of liability

To the fullest extent permitted by law, Opus Populi and its contributors shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the platform, including but not limited to errors in civic data, AI analysis inaccuracies, or service interruptions.

9. Modifications

We may update these terms from time to time. Material changes will be announced on this page with an updated effective date. Your continued use of the platform after changes constitutes acceptance of the revised terms.
